Can't blame everyone for the monsters created by one man. People tend to fall in line behind something scarier than what they originally feared. Especially when it was killing sympathizers as well as mutants.

A bit of both? I don't really know how the full science behind it, but I think it involves a shifting of molecules when I make contact with it.
